Ports: Shippers’ Council Boss Reaffirms Resolve to Achieve Robust ICTN Implementation

The Executive Secretary, Nigerian Shippers’ Council (NSC), Dr. Pius Akutah, has assured that the Council is fully ready for a robust implementation of the International Cargo Tracking Note (ICTN).
It would be recalled that the federal government had recently given the Council the approval to begin the implementation of ICTN in Nigerian ports after some years of bureaucratic bottlenecks.
Akutah while speaking at the 2026 First Quarter Citizens/Stakeholders’ Engagement, Sectoral Performance Review, and Ministerial Management Retreat in Lagos last week, told stakeholders that necessary steps for sustainable and smooth implementation have been taken.
Akutah gave an insight on the progress made so far, explaining that Nigerian Ports Authority (NPA) is responsible for the deployment of the Port Community System (PCS), while the ports economic regulator has the mandate to ensure that efficiency and transparency are strengthened in the industry.
He said that presidential approval has been received for the procurement process, adding that this is a significant move in the actualization of the ICTN project
He recalled that past ugly attempts to deploy ICTN, noting that the initiative witnessed what he described as chequered history of intermittent suspensions.
But he reassured stakeholders that past lessons helped in shaping the current approach.
Akutah said that the current administration is ready to achieve continuity, stating that every measure is in place to check against any disruption of the project.
He emphasized that the Minister of Marine and Blue Economy, Dr Adegboyega Oyetola is committed to delivering an enduring implementation of the ICTN without hitches as suffered in the past.
